Unter Willy Brandt fand 1970/71 eine umfassende Steuerreform statt, um kleine und mittlere Einkommen zu entlasten. Seine Nachfolger an der SPD-Spitze Bärbel Bas und Lars Klingbeil versuchen gerade ähnliches.
